I'm not sure how I missed this before but there are a growing number of bars and bartenders with a serious appreciation for rum.

I'll edit this list as I remember them and get the names spelled right.

Central on Pennsylvania Ave.
Breadsoda is a new bar that opened over the summer.
Cork is very passionate about good food and good cocktails.
Ceiba has a nice rum selection and the head bartenders knows how to mix it.
Bar Pilar - Adam knows rum and other spirits.

Ed, I'll try my best to help you keep this list current.

I can add the following:

The Gibson (no website, but good info here) which also features Tiffany's Tiki Nights on Sundays. They have good rhum agricoles, and I know that they like to use Brugal Aсejo in many cocktails.

Bourbon (two locations), despite the name, has good rum, too, and bartenders who know how to make good rum drinks.

PS7 has a great bar manager in Gina, and while she's well-versed in the classics, rum enthusiasts would do well to simply point her in the rum direction and just let her do the cocktail voodoo that she does so well.

Cuba Librй is opening a D.C. location, in the Chinatown area of town.

Jack Rose (no website yet) on 18th St. (Adams-Morgan neighborhood) will feature Neisson and La Favorite Rhum Agricoles, as well as John D. Taylor Velvet Falernum, and The Scarlet Ibis (bottled for Death & Company in New York City, by Haus Alpenz)

The W Hotel is opening in D.C. on July 8th, and bar manager Justin Guthrie (formerly of Central) will be resuming his outstanding cocktail program therein. The man knows his rums, that's for sure.

I'd recommend checking out Piratz Tavern in downtown Silver Spring. The servers all seem to have a healthy appreciation of rum, and I know they stock the following: El Dorado 15yr, Barbancourt 8yr and 15yr, Appleton 12yr, and I'm sure they have several other decent rums.
The atmosphere is a little cheesy, and the food is a little bit pricey, but the rum is good and the drink prices at least somewhat reasonable for the top shelf rum. For food check out the Steak on a Stone (you cook it yourself on a hot piece of granite), the prego no pao sandwich, or the fries. For drinks I would absolutely recommend trying the top shelf grog (which is a mix of bacardi superior, myer's dark rum, tortuga gold rum, falernum, and triple sec), or if you're feeling brave there is the cannonball shot (169 proof rum and 100 proof cinnamon schnapps). Check the calender on the site as they always have something different going on.

Archipelago is probably D.C.'s newest, and best destination for, great rum drinks. Owner/Bar Manager Owen Thomson is a top craft bartender and rum enthusiast. A must-visit if you're a rum drinker in D.C.
