Compared to the USVI or BVI, Vieques is cheap. Prior to 2003 when the USA Navy was still here...It was dirt cheap. One can still find a very reasonable place here compared to most Caribbean Islands. Vieques is "Old Caribe".
Parts of the main Island of Puerto Rico can offer very good value too, as RonJames knows.
While I love visiting the main Island, It's just big enough that I don't really feel like I'm on an Island. This is going to get me into a lot of hot water with my friends on the main Island.
