If it is the 250th Anniversary bottle, I believe it is 1 of 6000 bottles produced. Rare, yes, though not extremely rare. It is not for sale anymore, so most likely its price will be based on auctions. Expect it to be worth around $500 or so.

The "snowflakes" you see in the bottle is not sugar. Appleton and Jamaican rums in general do not add extraneous things to the rums. It is pure. I would not is a normal occurrence and just something from the distilled product itself. It doesn't affect taste nor value.
